This letter confirms the working agreement between King County Park System (hereafter called KCPS) and "Student Y", University of Washington graduate student in the Evans School of Public Affairs.

Project Description:

The purpose of the project is to research and analyze various funding strategies for park systems of several counties similar to King County and develop an appropriate funding strategy for King County. In order to do so, my paper will address these questions:

  1. What are some similarities and differences between county park systems and their funding systems? What funding sources work best for other county park systems and why?

  2. What are the funding sources available to other county park systems that are not currently available to KCPS?

  3. What implications do these funding sources have to KCPS?

The final product will be a paper that will incorporate my findings from the research and recommendations for KCPS.

Timelines:

The project will last from January 2009 through May 2009

Responsibilities of Each Party:

All parties agree to share their data and insights on the project. Student Y agrees to do his best and adhere to the deadlines set forth in this agreement. Student Y will consult Agency Contact Y as to the research direction and inform KCPS of his progress regularly. KCPS agrees to assist Student Y by providing him with relevant research materials and working space, useful contacts for interviews, and timely feedback and guidance on his research draft. KCPS will serve as a formal reader for the project by reviewing his work. All parties acknowledge participation in a concluding presentation at the Evans School in June.

In participating in the Public Service Clinics, KCPS agrees to pay a reduced fee of $750. The first half of the fee will be invoiced in January 2009, with the second half due upon receipt of a satisfactory product.
